About Commercial Units in Liverpool

Liverpool is the commercial centre of Merseyside and one of the cheaper big-city office markets in England, which is a large part of its appeal. The office core is the Commercial District, the grid of streets between the waterfront and Lime Street where St Paul's Square, Old Hall Street and Exchange Flags hold the largest buildings, with the Royal Liver Building on the Pier Head as the best-known address. To the east, the Knowledge Quarter covers about 450 acres around the two universities and the Royal Liverpool University Hospital, and to the south the Baltic Triangle has become the city's creative and digital district, with over 500 businesses in converted warehouses. The city has a population of about 509,000, and the six-borough Liverpool City Region of about 1.6 million gives it a catchment comparable to Greater Manchester's western half.

The economy was built on the port and the port still matters: Peel Ports' Liverpool2 deep-water terminal, a £400 million investment, put the Port of Liverpool inside the Liverpool City Region Freeport, which is expected to bring around 14,000 jobs and £850 million of added value. Around it, the city has rebuilt its economy on health, education, public administration and consumer businesses. Health and social care is the single largest employer, Jaguar Land Rover builds the Range Rover Evoque and Discovery Sport at Halewood with about 4,000 staff, and three of the country's larger retailers run from the city: Home Bargains from Axis Business Park in Croxteth, B&M from Speke and The Very Group from Skyways House, also in Speke. The city region also claims the largest wealth management cluster outside London, with Rathbones and Investec among the names.

Connections are good for a city on the west coast. Liverpool Lime Street is the oldest mainline terminus still in use anywhere, and Avanti West Coast's fastest direct trains reach London Euston in 2 hours 13 minutes, with about 38 services a day. Manchester is under an hour by rail and the Merseyrail underground network links the centre to the suburbs, Wirral and Southport. Liverpool John Lennon Airport is 7.5 miles south-east of the centre at Speke and handled 5.6 million passengers in 2025, and the M62 starts at Queens Drive (junction 4) on the middle ring road and runs east to the M57, M6 and Manchester. The M57 forms a partial outer ring from the M62 at Tarbock to Switch Island at Aintree, where it meets the M58 and the A59.

The office market is small but tightening. The Liverpool Office Agents Forum recorded a record headline rent of £29.50 per sq ft in early 2025, set by Kyndryl at the Royal Liver Building, well below Manchester and Leeds, and grade A space is scarce in the absence of any new-build offices in the Commercial District. Development is concentrated in two places: Paddington Village, a 30-acre, £1 billion site in the Knowledge Quarter where The Spine (160,000 sq ft) is let and Hemisphere, a 120,000 sq ft laboratory building, is under way, and Liverpool Waters, Peel's 60-hectare scheme along 2.3 km of the northern docks, with 200,000 sq ft of grade A offices at Princes Dock and Central Docks next in line. Everton's Hill Dickinson Stadium at Bramley-Moore Dock opened in February 2025 and has pulled interest north along the waterfront.

Business character

Public services and health set the tone. Public administration, education and health together account for roughly 40 per cent of jobs in the city, with University Hospitals of Liverpool Group employing over 18,900 people, Liverpool City Council and the two universities, the University of Liverpool and Liverpool John Moores, all among the largest employers. Around them the Knowledge Quarter has drawn the Liverpool School of Tropical Medicine, the National Oceanography Centre and the Royal College of Physicians' northern headquarters at The Spine, and Sciontec's Central Tech and Hemisphere buildings give life science and technology firms laboratory and flexible workspace. Consumer businesses are a Liverpool speciality: Home Bargains, the TJ Morris chain with over 600 stores and £4 billion turnover, B&M with over 760 UK stores and The Very Group's online retail and credit business all run from the city, and Princes, the food manufacturer, bought the Royal Liver Building as its headquarters. Manufacturing is strongest to the south, where Jaguar Land Rover at Halewood and a pharmaceutical cluster at Speke including Elanco, MedImmune and Novartis sit close to the airport. Logistics and port-related trade fill Bootle, Kirkby and the dock road, and the Baltic Triangle houses the creative, digital and games studios that give the city its media reputation. Other significant employers include Peel Ports (Port of Liverpool), Everton FC (Hill Dickinson Stadium) and Liverpool FC.
